THE EUROPEAN Commission has proposed opening zero-duty import quotas for seven vat dyes. Assuming the EU Council of Ministers agrees, three-year 2006-8 duty free quotas, unlimited in scope, will be opened for Dye C.I. Vat Orange 7; Dye C.I. Vat Red 15; Dye C.I. Vat Red 14; Dye C.I.
