A SPECIAL meeting of the European Union's (EU) Council of Ministers for agriculture is to be held on April 19-20 to thrash out a deal over reforms to Common Agriculture Policy subsidies to EU cotton growers. The package has proved controversial, with the European Parliament calling for more aid to remain linked to production than requested by the European Commission.
