BY KEITH NUTHALL THE EUROPEAN Commission is signing a memorandum of understanding with the Chinese government, which will see Brussels spend money on helping China's coal-fired power stations install emissions capture and storage equipment. It is being initialled by European Union (EU) energy Commissioner Andris Piebalgs at the sixth EU-China energy conference, held in Shanghai this week (20-21 Feb).
