BY CARMEN PAUN, IN BRUSSELS EUROPEAN car producers may claim that meeting the European Commission's planned 2020 95 g CO2/km emission targets is tough, but a report published by the Brussels-based NGO Transport & Environment (T&E) claims that the automakers are actually on track.
