BY ALAN OSBORNTHE EUROPEAN Commission's proposed legislation setting up a Single European Sky in the form of a European-wide air traffic control system now seems certain to be finally approved by the end of 2002 or early next year following an overwhelming vote in favour by the European Parliament on September 3. The Parliament passed amendments designed to strengthen the role of Eurocontrol and to limit the scope for liberalisation and the further privatisation of air service providers.
