BY KEITH NUTHALLTHE CHARTERED Institution of Water and Environmental Management has welcomed the European Commission's white paper proposing that an environmental liability regime is set up within the EU, where polluters are held financially responsible for damage to eco-systems that they cause.In a formal response to the paper, CIWEM said that it was happy with the idea "provided it is applied in a manner that enables and does not stifle activity that could have an environmental impact."It said that an environmental liability directive "can act as a safety-net." ...
