THE EUROPEAN Commission has rejected a request from the British government to increase the amount of CO2 emitted within the UK under the European Union's emissions trading scheme. Brussels initially approved a national allocation plan of 736 million tonnes of CO2 for 2005-2007, but London later asked permission to increase this to 756 million tonnes.
