BY KEITH NUTHALL GERMANY has been officially condemned by the European Court of Justice (ECJ) for failing to ensure the timely implementation of the key EU water framework directive 2000/60/EC by important regions within its federal system. Judges ruled Germany had "failed to meet its obligations" under the law, and told it to pay the costs of a case brought by the European Commission.
