Under the EU directive, agreed earlier this year after 13 years of negotiations, there will be a virtually total ban on the sale of animal-tested cosmetic products across the EU from 2009. But the French governmment, under pressure from its huge cosmetics industry, says the legislation is too severe and is incompatible with world trade rules.
