BY KEITH NUTHALL THE EUROPEAN Commission has proposed the lowering of maximum import duties that can be imposed on imports into the European Union (EU) of four lines of Chinese footwear products. The move has been negotiated with Beijing because of the EU's incorporation in 2004 of 10 eastern and southern European countries. They had their own market access deals with China prior to becoming member states, and these have to be incorporated into the rules governing imports to the EU's single customs area.
