RISING energy prices and Europe's continuing economic malaise has increased fuel poverty across the continent. The UK government defines fuel poverty as where to heat a home to an adequate standard of warmth, a household must spend more than 10% of its income. Britain has long helped with fuel bills and last year launched its Green Deal, funding domestic green energy investments partly to help ease fuel poverty,
