AFTER a hard-fought legal struggle lasting several years, the European Union's (EU) far-reaching directive for the registration and control of chemicals known as REACH (Registration, Evaluation, and Authorisation of Chemicals) came into force on June 1. The legislation is complex and far-reaching and will affect the cosmetics, soap and perfumery industries in a number of ways, some of which are not yet clear, even to the experts, because of issues regarding the interpretation of the regulation.
