COAL FUND

BY KEITH NUTHALLCOUNTRIES in eastern and southern Europe who are applying to join the European Union will be able to use money from the EU's new Research Fund for Coal and Steel from the day of their accession, EU heads of government have decided. The European Council has also agreed that new Member States will also pay contributions to the fund, although they will not initially pay the full amount.
