The problem was caused by the digging of clay from the river bed, leading to increased bank erosion and subsequent collapse, causing floods in the districts of Mediriwila, Nalawalana, Vilagedara, Hemudawa, Singakkuliya, Dikwela, Yogiyana, Handawaka and Matikotuwa.
