FOR many, the big development in the cigar business this year is Cuba's decision to start manufacturing and exporting mini Havanas. All the famous names - including Montecristo, Romeo e Julietta, H Upmann, Jose el Pidra, Partegas and Punch - are now available in mini form. They don't come cheap exactly, at around pounds 12 upwards for a box of 20, but they do offer a way into the pleasures of Havanas for those who can't afford the famous hand-made premium cigars.
