BY KEITH NUTHALLTHE STAGE is being set at the World Trade Organisation for a formal dispute procedure over steel safeguard duties between two countries who do not formally recognise each other's existence. The Peoples Republic of China and the Republic of China, (also known as Taiwan), are arguing over duties erected by Communist China. These have upset the political entity known for diplomatic reasons at the WTO as the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, and Beijing has now called for formal consultations at Geneva over the issue.
