BY KEITH NUTHALLTHE EUROPEAN Commission has promised the Chinese government it will not ape Turkey in re-imposing quotas on China exports of clothing textiles, despite the supposed end to such restrictions on January 1. A spokeswoman for EU trade Commissioner Peter Mandelson has told the state-owned China Daily the EU would not return to quotas, but was instead looking at possible temporary "safeguard" measures in case of an export glut to Europe.
