CANADA has won a partial victory at the WTO, which may help it resist planned US countervailing duties against its lumber exports. It persuaded a disputes panel that an importing country should not be allowed to treat restrictions on the amount of exports of a particular commodity as an illegal subsidy, even where this lowered its price domestically and helped local manufacturers lower prices. As a result, the WTO would probably not allow countervailing duties in this case, although it did not make specific recommendations about US policy.
