The European Commission is assessing a law passed by Russia’s parliament, the Duma, which might head off a global trade dispute over scrapping second hand vehicles. Brussels wants to see if the Duma has truly abolished a contested recycling fee on imports of second-hand vehicles that is supposed to push promote good environmental practice when they are scrapped.Brussels has challenged the law at the World Trade Organisation (WTO) saying it is a disguised trade restriction.
