BRUSSELS ASKS GERMANY TO CHANGE DISCRIMINATORY INHERITANCE TAX

The European Commission has asked Germany to stop allowing tax free legacies to Germany-based charities, if it does not offer the same rights for legacies to charities in foreign European Union (EU) member states. Brussels says this breaks EU capital movement rules. Foreign EU charities receive tax-free legacies from Germany only if their home state grants an equivalent or reciprocal exemption to comparable German charities. http://ec.europa.eu/internal_market/capital/index_en.htm
