COMMONWEALTH secretary-general Don McKinnon has welcomed Britain and France's decision to raise billions of dollars for health and education in developing countries by floating bonds on financial markets. "This is a bold and major step forward in raising resources," he said. Paris and London are creating a working party to agree the initiative's details.
