BY SYMON ROSS A DECISION over whether George Best Belfast City Airport, in Northern Ireland, can extend its runway may drag on towards 2011, after the matter was referred to Northern Ireland's independent Planning Appeals Commission. It will probably hold an inquiry in September and give a decision in December - almost two years after a proposal was first formally presented to planners.
