The Canadian government has called in the proposal for a confidential inquiry, which will assess whether the move breaks Canada's tough cultural protection rules. These are mainly designed to prevent American influences from overpowering Canada's culture - and they erect tough obstacles non-Canadian cultural companies from operating in the country.
