BY KEITH NUTHALL AN ALLIANCE of Austria, Belgium, the Czech Republic, Estonia, France, Italy, Luxembourg, the Netherlands, Poland, Portugal, Slovenia, Slovakia, Spain and Sweden have effectively blocked moves to create a European Public Prosecutor position.
