BY KEITH NUTHALLTHE EUROPEAN Commission is offering a research contract for publishing experts to analyse the economic and technical evolution of Europe's scientific publications. The study would also focus on the implications of recent changes for publishing houses, retailers and consumers. It would, said the Commission, answer the following questions. "What are the main changes? What and who is driving change and why? If there is any resistance to positive change what/who is blocking it? What are the consequences for the users (authors, readers, libraries)?" ...
