THE ORGANISATION which runs New York's La Guardia airport, the Port Authority of New York and New Jersey, has said that it intends either to sharply increase landing fees or to auction landing slots to relieve airport congestion. The proposal, which will be made to the US' Federal Aviation Administration, is expected to face considerable opposition from airlines.
