BY KEITH NUTHALLTHE EUROPEAN Union (EU) Council of Ministers has agreed to extend its system of minimum tax rates for mineral oils to all energy products, including coal and coke.From the New Year, these key mining products would have to attract indirect taxes (excluding VAT) of at least Euro 0.15 per gigajoule for business uses and Euro 0.3 per gigajoule for non-business uses, "at the time of release for consumption."
