BY KATE REWUS Transportation Secretary Norman Mineta last week signed an international agreement with senior transportation officials from Singapore, Brunei, New Zealand and Chile, which will open air markets in the Asia-Pacific region.The new Open Skies agreement, which is the first to involve the United States, has five participating member countries and is open to other countries.The pact will eliminate restrictions on where, when and how often airlines may fly and gives airlines the freedom to market their services in cooperation with other airlines.
