THE EUROPEAN Commission has proposed writing the International Maritime Organisation's (IMO) 1993 International Safety Management Code (ISM) into European law, expanding its compulsory application beyond ferries operating on a regular service to and from European ports. These are the only ships currently covered by EU legislation implementing the code, but if ministers and MEPs agree, this would be extended to cover all EU flagged passenger and cargo ships, plus any cargo ship sailing to or from Member States on a cabotage feeder service.
