BY ALAN OSBORNSMOKING is to be banned in the buildings of the European Commission from May next year. The order will apply not just to staff but to all meetings of officials, visitors and others taking place in Brussels, so putting an end to deals hammered out in "smoke-filled rooms." The Commission said no fines for non-compliance were proposed as it was thought that "collegiate pressure" should be enough to enforce the ban.
