BY KEITH NUTHALLTHE DISCHARGE of pollution at sea has been criminalised within European Union (EU) territorial waters, if carried out with intent, recklessly or negligently. A directive forcing EU member states to introduce national bans was agreed yesterday (Tues 12-7) by the EU Council of Ministers. These laws have to impose "effective, dissuasive and proportionate sanctions" against masters, owners, operators, charterers or even classification societies.
