KEITH NUTHALLREMOTE border posts in Albania are an unlikely location for cutting edge alternative power, but that is the location for an Organisation for Security and Cooperation in Europe (OSCE) solar energy project. It wants posts in the mountainous northern Shkodra region equipped with solar panels serving as back-up electricity generators to deal with common power cuts.
