EUROPEAN Union (EU) foreign ministers have explicitly linked progress in EU-Iran trade talks with Tehran meeting the International Atomic Energy Agency deadline of October 31 to demonstrate clearly that its nuclear power programme is not being used to develop weapons. "More intense economic relations can be achieved only if progress is reached," they said in a common statement.
