AFRICAN QUOTAS

BY RICHARD HURST, in JohannesburgTHE UNITED States' House of Representatives has voted overwhelmingly to double the quota of clothing and textile products that a group of African countries can export to the US duty free, increasing them from 1.5 per cent of overall US imports to three per cent. Qualifying countries are South Africa, Botswana, Mauritius, Namibia, Angola, Kenya, Zambia, Zimbabwe and Mozambique, although all African states are able to apply to become eligible.
