THE EUROPEAN Parliament has opposed the reform of the European Commission's cotton subsidy plans, saying 80 per cent of aid should remain linked to production, not 40 per cent, as proposed by Brussels, which wants 60 per cent paid as direct income aid. MEPs cannot block the proposal, however.
