BY ALAN OSBORNThe European Commission is to announce tomorrow (Wednesday 23rd May) a shake-up of the regulations covering access to the occupation of road transport operator and access to the road haulage market. Brussels believes that significant changes in the internal road transport market since the present directive was approved in 2002 have led to distortion of competition, a higher number of non-resident undertakings "poorly complying with road safety and social rules" and mistrust of haulage operators from other EU countries.
