BY KEITH NUTHALLWATER utilities could be forced by European Union (EU) waste laws to cleanse land polluted by spilled foul water, a European Court of Justice (ECJ) advocate general has advised. Juliane Kokott said under the EU waste framework directive, utilities should "pump away the accumulated waste water, clear away the solid parts of the waste water which have stayed on the surface or...treat the soil affected."
