BY KEITH NUTHALL THE EUROPEAN Commission has suggested liberalising the European Union (EU) regulation controlling the processing, use and disposal of animal by-products, such as fat and skin, as regards the cosmetics industry, because the sector's use of this waste poses little risk to human health.
