BY KEITH NUTHALL A LATE night political deal in Strasbourg has at last revealed the likely budget of the European Union's (EU) seventh framework programme: it should be Euro 48 billion. European Parliament, EU Council of Ministers and European Commission representatives struck the deal in an overall agreement on Brussels' medium term 2007-13 budget, known as the 'financial perspectives'.
