THE WORLD Trade Organisation's (WTO) Doha round food trade talks' suspension followed the release of a draft deal that would have triggered deep cuts to tobacco import duties and production subsidies worldwide. But this proposal included 760 square brackets indicating a need for a decision, and this proved too much for negotiators.
