COMPREHENSIVE proposals to reform the EU Common Agriculture Policy by moving towards direct payments to farmers, decoupled from production, have been tabled by the European Commission. The proposals would allow for substantial investment aid to be met by EU funds, which include 40 per cent of costs incurred by processing and marketing groups.
